Interseting Encounter at kecksburg UFO Festival with Young Man

 I was a speaker at this years Kecksburg Pa. UFO Festival  speaking on how EMI and RFI interact and can create Paranormal Activity. When a young man who had previously talked with Stan Gordon walked upto me claimed he was a victim of Sound wave   technology and handed me a bunch of papaers all of which i have sen Alan talk about. 

Any truth to this young man being targeted. Highly Unlikely  but mental illness often makes its victims feel they are being attacked or watched by the government

pressing a VA claim

Pressing a claim for VA benefits is often a complicated process which can take years to complete. Win or lose. Many VA claimants experience considerable frustration whether they handle their own claims or do it with the help of a veterans’ service officer (VSO). Most of the veterans organizations, like VFW, DAV and the American Legion, have VSOs. These VSOs are there to represent veterans, free of charge, before the VA. You don’t even have to be a member of the organization to qualify for assistance.

Most VSOs are overworked and underpaid. Many are veterans themselves. At any given time, a VSO may represent 100 to 200 or more VA claimants with many of the claims involving complex fact patterns, sticky legal issues and complicated medical questions. Since there are only so many hours in a workday, the amount of individual attention a VSO may be able to give any one claim can be limited. Add into this mix such factors as experience levels, amounts of training and other variables, and it’s easy to see that some claimants may prefer to hire an attorney to assist with their VA claims. But, by law, attorneys are kept out of the VA adjudication process until the very late stages. Put another way, veterans are virtually prohibited from getting a lawyer. Here’s what I mean by "virtually prohibited".

Every VA claim for disability, pension, survivor’s benefits, educational assistance, and the like, is first filed at a VA regional office (RO). By law, VA is required to assist claimants in developing or proving claims. Congress has decreed that the VA benefits scheme be claimant-friendly and nonadversarial. VA employees at the RO are required to help you with your claim. Add to this the fact that VSOs are available at no cost to you to help with your claim. And finally, decades ago some lawyers took advantage of disabled vets and ended up with huge chunks of their VA compensation. So, against this backdrop, Congress decided that VA claimants did not need legal representation and mandated that you cannot pay, nor may a lawyer accept, a fee for representation until your claim has been denied in a final decision by the Board of Veterans Appeals (BVA). The BVA is your appeal step after the RO turns you down.

You cannot pay a lawyer at the RO level. If the RO denies your claim, you have the right to appeal to the BVA, but you cannot pay a lawyer to go to the BVA. You are not prohibited from having a lawyer--only from paying one. That is what I mean by "virtually prohibited, from getting a lawyer.

If the BVA turns down your appeal, the next step is a federal court in Washington, DC You can pay, or agree to pay on victory, a lawyer at that stage. Not before. No lawyers allowed.

          As discussed in the January 2000 column, there are three steps to well grounding your claim for VA disability benefits. The first is medical evidence of a current health problem. Secondly, you must prove that an injury or disease occurred or was aggravated while in active military service. The third is proving a nexus or link between one and two. VA turns down thousands of claims each year by saying "no nexus". What can you do to overcome this hurdle? Read on.

          It is critical to understand that your statements or testimony about any relationship between the inservice problem and today's problem count for practically nothing. Only the opinion of a doctor or other medical expert will establish that needed medical link. That's the rule--it's been upheld in court--like it or not that is the way it works.

          Here's an illustration of the nexus problem. Joe pulled a tour in Nam in 1969. While loading boxes of ammo into a jeep, he threw his back out and was laid up in a hospital for four weeks in traction where x-rays showed a fractured disc. With pain medication and rest he was able to avoid surgery, return to duty, finish his hitch, get a job back in the world and start raising a family. The back never got any better. He couldn't afford medical care so with heat pads at night and aspirin during the day he worked for another 12 years. When the back got so bad that he couldn't go anymore, he filed for social security disability and got it. He filed for VA disability (you can draw both) and was denied because no doctor had stated in writing that his present bad back was related to the back injury inservice. Joe testified under oath that his military back problem never improved and that the injury then was the problem now. VA wouldn't accept this as proof of nexus because Joe is not a doctor and no doctor had given a medical opinion that today's back disability was related to the military injury. In short, no nexus.

          Note one important point here. A VA denial on nexus doesn't have anything to do with whether they believe Joe. In fact, VA is required to believe Joe's statements at this stage of his claim. They must assume that Joe is telling the truth about the back never getting any better and to believe him when he says the back got worse over the years. But even though they believe Joe, the rule is they cannot grant benefits unless a doctor examines Joe and says that it is "likely" that or "more probable than not" that today's bad back is linked to the injury inservice.

          So, you must get a favorable doctor's opinion to draw a check. Must you get that Doc's statement before filing your claim? Not necessarily. There are two main considerations here. First, the effective date of your VA claim is whenever VA receives the first written notification from you that you want to file a claim. Establishing that effective date is truly important because if and when your claim is granted VA owes you money from the effective date forward. So, if they get your letter saying you want to file a back claim on say March 1, 2000, and your claim is awarded March 1, 2001, they owe you 12 months of retroactive benefits. It comes in one fat check. On the other hand, as soon as your claim is officially filed one of the first decisions VA will make it is whether your claim is well grounded. If that Doc's opinion about nexus is not then a part of your claim you will be notified that you have 30 days to well ground your claim or lose. So, you may want to have that medical evidence in file from the git-go to avoid that crunch.

          Do you have to pay for your medical exam? A lot of veterans do and consider it a good investment. A totally disabled vet with no dependents gets over $2100 a month -- tax free. But you might get a free exam at a VA hospital because after you file your claim VA can schedule you for a Compensation & Pension exam with one of their Doc's to see if there is nexus. The problem is they can do this. There is no requirement that it be done so if they don't and you don't then there is no medical evidence of a nexus and you lose.

          There are a few exceptions to having to have a Doc's opinion on nexus. Indeed, in VA disability law there are exceptions to almost every rule. To find out about the exceptions to the Doc's opinion rule you'll have to tune in to next month's column. Semper Fi.

The Savage Case

This continues a discussion of well grounded VA disability claims with a focus on “nexus” or a medical link between your current disability and the inservice injury or disease. For background, sneak a peek at columns from previous months.

The general rule is you must get a doctor to state in writing that today’s medical problem is linked to your military service. That is the easiest and fastest road to service connection. But, there are other ways to establish nexus although VA is traditionally reluctant to award benefits based on these exceptions to the general rule. One way is to show you have a “chronic” problem and that you had it inservice. Chronicity has to do with medical records from the service showing you had a chronic disease along with current medical reports showing you have the same disease. Some chronic conditions are listed in Title 38 of the Code of Federal Regulations (CFR) at section 3.309. Examples are multiple sclerosis and tuberculosis. This process is muddied up a bit by another regulation which sets different time periods during which these diseases must show up after service. At any rate, the regs are there to be studied and they can offer an alternative route around the problem of not having a doctor’s opinion.

Another way to show nexus is something called “continuity of symptomatology”. Since I surely don’t want to type that phrase over and over we’ll call it COS from here on. To really bone up on COS you can look at what VA has to say about it in section 3.303 of the CFR and see what the Court of Appeals for Veterans Claims thinks in the case of Savage v. Gober, 10 Vet.App. 488 (1997). I’ll try to explain COS with an example.

While serving in Nam, Ray fell hurting his back and left ankle. Service medical records (SMRs) show treatment at the time. He served out his hitch and went on with his life but the back and ankle continued to bother him. He was able to work but it took chiropractic treatments and over the counter pain pills to keep Ray going. Finally, the back got to the point he went to the nearest VA hospital for help. He also went to his family doctor. Of course, these visits generated medical records. X-rays showed a ruptured disc and arthritis in that region. Surgery wasn’t something Ray was ready for so he filed for disability with both Social Security and VA. The Social Security folks have different rules so Ray qualified there and began drawing a check. VA turned him down saying no nexus. Ray had not given VA a written doc’s opinion that his present problems were related or linked to his inservice injuries. VA claim not well grounded and benefits denied.

It is truly important to understand Ray’s predicament because thousands of vets end up in the same pickle every year -- turned down because of no nexus. Ray nailed step one of the well grounded claim process - proving a current disability - with current medical records showing a current back problem. He passed step two of the test because his SMRs show inservice injury to his back and ankle. With medical records showing a service-related back injury and medical records showing a present back problem, you might think there is service connection. Think again. Ray had never asked any of the doctors who examined or treated him to write down whether there was a connection between his military injury and today’s medical problem. Since that doc’s opinion about nexus was not in the papers making up Ray’s VA claim file, he loses on step three of the well grounded analysis - nexus.

What can Ray do? Since back problems are not “chronic” in the regulations, there is no presumption of nexus or of service connection. The only thing left is COS. The Savage case says that nexus may be proven by showing a chain or continuity of symptoms starting with the original injury or disease and continuing more or less unbroken to the present. Piece of cake, right? Simply testify that the symptoms never went away and that the symptoms are related to the arthritis and ruptured disc, right? Wrong. Unless the relationship or “nexus” between your symptoms and your medical condition is one of those rare relationships which you, a lay or nonmedical person, can observe and testify to, you still need a doctor’s opinion that there’s a nexus between your disability and the symptoms of your disability. See what they’ve done? For straight service connection you need a written doc’s opinion that it is “probable” or “more likely than not” that your inservice injury and today’s problem are connected. For COS you need a written doc’s opinion that it is “probable” or “more likely than not” that your continuing symptoms and today’s problem are connected. Another way of saying it is - you hurt your back in the military - the pain, numbness and stiffness never went away, and - today you’ve got a bad back - you still must have in your file a written medical opinion that there is or probably is a connection. Without it, you lose.

The numbering of people

In society this day, it is not uncommon for government to
desire the knowledge of whom its citizens and visitors are.
Although at first glance this makes perfect sense, it is only
after manipulating the minds and underlying thoughts of
society that we have come to fully accept this. Our social
security system is based on the numbering of people and was
accomplished by government promising to take care of each
citizen in their later years.

The question is, "is this a good thing?"  Also, "What does
God say about this in His Holy Word, the Old Testament
Bible?"

Read I Chronnicles 21:1-14

By this passage in God's Holy Word, we should understand that
it is not good to number people, that God does not approve of
it and that He will punish those responsible in a way not
expected.

An interesting side note concerning "the Giant," as discussed
in Chapter 20 of the same book. In verses 5 and 6 it
describes relationships of those killed in battle with King
David. In verse 6, it describes what these creatures looked
like--the desendents of the Giants.

"Yet again there was war at Gath, where there was a man of
great stature, with twenty-four fingers and toes, six on each
hand and six on each foot; and he also was born to the
giant."

Six digits on each foot and hand equals 24.  Six!, not five.

Clearly, this was more than a simple genetic mutation as the
sixth digit was constant throughout all limbs, not just one.
When you consider Genesis Chapter 6, it should become clear
that Earth was visited by other races from time to time.
Perhaps this race of travelers were stranded here, or perhaps
those travelers, the "sons of God," found in verse 2, may
have actually altered the genetics of mankind, for if you
will read verse 4, it says, "There were giants in the land in
those dsys, and also aferwaard, when the sons of God came in
to the daughters of men and they bore children to them. Those
were the mighty men who were of old, men of renown."

The point appears to be that the resulting "men of renown"
were the result of the "sons of God" coming in to the
"daughters of men."  It says, "they bore children to them,"
meaning that the "daughters of men" had offspring borne of
the "sons of men."

With all of this in mind, and without further details, it is
quite possible that one of the attributes of these "mighty
men of renown" was the inclusion of a sixth digit on each
hand and foot--so to support the additional size and weight.

It would make sense, and there is no doubt that only
conscious thought and genetic engineering would have brought
this to be.  The question is, for some who disbelieve in a
Creator, how else can this come to pass but by conscious
manipulation of genetic material?

Perhaps we shall never know, certainly while on Earth, but
there will be a day when all will be revealed to us.  Those
of us who fail to believe in the Son of God will never know
the answer to life's true mysteries.  Those of us who do
believe and who continue to strive for a Christ-like life,
will one day know because God has promised this.

One thing is for sure, if perfection is a prerequisite for
salvation, we are all in trouble.  So, as the Bible tells
us, salvation from the second death is a gift and not a
right. Thank the Lord for that.

On Remote Viewing

I have been reading an interesting book entitled "Psychic
Warriors" by a fellow named David Morehouse.  He was involved
in our Government's stargate program.  There is no doubt that
what I have buried deep inside of me is the fundamental
ability to perform remote viewing.  However, I am out of
control compared to these chaps who are given training and
supervision on a daily basis.  Many of the effects cited by
Mr. Morehouse I have experienced.  I, too, have accelerated
to a vantage point high above the earth, and I, too, have
accelerated toward earth to suddenly find myself at some
seemingly far off place.  I, too, have experienced the
thoughts of others, so profoundly that it has changed my life
forever.

The question is, how would I overcome my fears of this thing
in order to use it in an effective, orderly and controlled
manner?  More so, as I have asked the Lord, what would be the
purpose of my doing this?

When I ask this question, I am immediately reminded of the
fact that there are powerful people out there who could be
tapped in to in order to discover facts concerning the top
agenda.  Those things could be written about on GKO.  Do I
dare?  Would I live to see another day?  Would it matter?

The Angel In White

In Morehouse's story, he was visited by an angel many times
who helped him to navigate the issues surrounding his
acquired RV.  In his case, he acquired RV through a blow to
the head from a bullet during a training exercise.  In my
case, I have strong reason to believe that I was born with
it as I have very early recollections of events similar to
those cited by Morehouse in his book.

There was an event that took place in my life in the 1980s
that frightened me to no end.  I believe it is written of in
my journals, and it is probably accessible in the html
version of the OBE (Out of Body) journal I assembled just
prior to going to Chicago to live in 1990.  I recall working
on them in my office in the mobile home behind my mother's
house.  Yes, it was quite an undertaking as I scanned all my
past journals in order to compile this OBE journal.

Back to this event.  It was in the mid to late 1980s that
this took place.  I was having so many OBEs that it's hard to
tell you how many I truly had.  I recall where I decided to
invoke the OBE process manually, as I had 1) been taught by a
group of people dressed in white robes how to do this, and 2)
I had seen it happen so many times before while conscious to
these events that I understood what it took.

Well, I was able to separate without any problem, but then,
quite suddenly after crossing the bedroom, I turned and saw
something between myself and my body still laying on the bed
in the South bedroom.  Well, I knew I was in trouble, and I
scrambled as quickly as I could in an attempt to make it
backk to my body.  I did not make it at the time.

Quite suddenly, this dark, hideous, evil creature grabbed me
and held me closely, sucking the life out of me.  I recall,
still completely in its grasp, praying (I believe I would
have called on the name of the Lord in this situation, but I
have no direct recollection of doing so), then thinking that
I am going to have to put forth more will power and effort to
break free of this thing than I have ever had to muster in my
past.  I did this, and did, in fact, break free.

As I was returning to my body, I began to decend, very
quickly I'm sure, into my body when the thought occurred to
me, "How on earth am I going to affect the reconnection?"  At
that point, something deep inside of me said, "Relax and
allow it to happen."  I did as the voice instructed, and I
found myself reconnected and now took my first real breath
since leaving.

I recall when I talked to some of the people in a group of
psychics on AOL, many of them told me that what I have is
called RV, and that they had never seen such a high degree
exhibited in a common person without training.  I find that
hard to believe.

I've avoided this subject for a long time now, but the
question is, is there a purpose in this for my life?  What am
I suppose to do with this, if anything at this juncture?  I'm
54 years old, getting older, so what could God want with me
on this deal?  Could I be effective in doing somethingn for
the Lord using this ability?  If it were not to be, why would
I have been taught this in the early 70s, by a group of men
dressed in white robes?

Incidentally, this is the exact process that David Morehouse
experienced when he first acquired RV.  He was schooled by
what he calls an angel dressed in white robes.  In fact,
there were others with him during that first event and all of
them were dressed in white robes.  This is what happened to
me, but not by a violent event like a bullet to the head.

Introduction to the Research Section

The placement of dreams on this web site is purely for background, a point of reference as to the depth of my passion, endurance, and the duration of my active quest. As far back in my youth as I can recall, I have longed to know 1) who I really am, 2) where I really come from, and 3) where I'm really going.

One day before my mother passed on, in 1995, she told me something that had happened a long time ago, when I was a kid. This was after I and the family had returned to Ohio from Chicago, just before she became ill and died She said, in essance, "when you were a little boy I use to read the Bible to you. One day I asked you why you always asked me to only read you the book of Genesis and Revelations."

She told me my reply was, "because I want to know where I came from and where I'm going."

Out of the mouth of babes, one might say. Or, out of the mouth of a boy who knew he was here for a specific purpose.

Further proof of this is had from Christeen N.M., a life-long friend. Once she went (1998) to see Dorthy Friend (see my notes on Dorthy and my short session with her in 2003) she had 6 pictures of men in her life, wanting to know which one of them she was going to marry. She waited until mine was the last one and then she handed it to Dorthy.

According to Chris, the second Dorthy took my picture she began to shake (not my description, but that of Chris'). She told Chris, from what I recall Chris telling me, "You could marry this one, but he's been chosen for a mission and will be extremely busy."

Chris told me that she began to cry when Dorthy told her this. I asked her why she would cry, that I believe that I am here on a mission. She said that she was crying because my own words as a young boy came back to her in a flash. She said that when we were little kids that I repeatedly told her that I was here on a mission.

One other side note, when I first met Dorthy Friend it was 1989. I had hurt my back about a month or less before that and Dorthy immediately picked up on it. She told me that I had just experienced a major change in my life and that I was going to be very busy reading and learning. She said that once I got use to the new lifestyle (sitting behind a computer in an office) that I'd do good. She was right.

There are so many things written, thought within, and expressed that need to be placed on this web site that it will take a year to do it. The task in analyzing all of this will take even longer. It's taken me a life time of information collection and analysis to come up with what I have thus far, but I sense there is even further to go. Please send comments on these things with refrences to file name. This way I can attach discussions to them in a proper and concise manner.
